A City Councilwoman from Fountain has resigned in the wake of an investigation by city officials of public assistance fraud. Detra Duncan announced Tuesday she is stepping down. She has been accused of lying about needing support, which has allowed her to receive food and medical assistance for a number of years. She has claimed she is taking care of two people who lived with her. The Gazette reports the people lived out of state and have since passed away. An affidavit claims Duncan collected some 37 thousand dollars in assistance she was not qualified for.
