The Colorado Senate has approved a bill that eventually could pledge all of the state’s nine Electoral College votes to the presidential candidate who wins the national popular vote.
The bill would only take effect if states combine their electoral votes for total at least 270.
Eleven other states and the District of Columbia have adopted identical legislation.
Opponents said the switch could fracture the nation’s two-party system.
The bill goes before the Senate again today for a final vote before heading to the House.
