Local officials say a smoggy summer could push the Pikes Peak Region over Federal air quality limits for ozone, and some blame the Martin Drake Power Plant in downtown Colorado Springs.
The Gazette reports that clean air activists say triggering a violation could lead to vehicle emissions testing and other mitigation measures.
Colorado Springs Utilities says there are too many factors at play when ozone forms to say that the plant is a significant contributor to the problem.
Drake is scheduled to be closed no later than 2035.
