A picnic shelter at a park in Colorado Springs is roped-off in hopes of preventing homeless people from camping there.
The shelter at Antlers Park has cables around it along with signs saying “Unauthorized Use of the Pavilion is PROHIBITED”.
Earlier this year, the city installed fencing at two Dorchester Park pavilions for similar reasons.
