The El Paso County Health Department has issued a Cease and Desist order to the owner of 2 restaurants in Calhan. “Karens Café” and “Stephanies Bar and Grill,” both owned by Karen Starr, began offering in- restaurant dining Wednesday, a violation of governor Jared Polis’ order during the Coronavirus. Starr says her constitutional rights are being violated because of the state order. She says the restaurants have been cleaned daily, are using only paper plates, and are seating only 50% of the restaurants capacity. No word if Starr will obey the Cease and Desist order.
