EL PASO COUNTY – A man is under arrest after barricading himself at a home on Mortenson Road in Falcon Tuesday night. Deputies were following up on a child abuse case with a warrant for 37-year-old Charles Dowling. When authorities tried to make contact with him, one of the children told authorities Dowling refused. The children were able to escape, and the Department of Human services took them for placement. Meanwhile, Dowling is currently booked into the El Paso County Jail on felony menacing, child abuse, and third-degree assault charges.
