THE MAN ACCUSED OF KILLING A PERSON OUT SIDE THE EL PASO COUNT COURT HOUSE HAS BEEN RULED INCOMPETENT TO STAND TRIAL. IN NOVEMBER OF LAST YEAR SHAQUILLE BROWN WAS TAKEN INTO CUSTODY AFTER ALLEGEDLY SHOOTING WILLIAM WINTERS AS HE WAS CARRING A BABY. BROWN TOLD OFFICIALS HE SHOT WILLIAMS BECAUSE A PREVIOUS ALTERCATION MADE FEAR FOR HIS OWN LIFE. HE WAS ARRESTED ON MULTIPLE CHARGES INCLUDING FIRST DEGREE MURDER, POSSESSION OF A WEAPON BY A PREVIOUS OFFENDER AND CHILD ABUSE. ACCORDING TO THE 4TH JUDICIAL DISTRICT ATTORNEY’S OFFICE, BROWN WAS RULED INCOMPETENT AFTER AN EVALUATION BY A STATE HOSPITAL LAST WEEK.
